the crying thing was called a Witch. it's a special infected, very powerful, very fast, and very intelligent. It is never a good idea to pick a fight with a witch, because they can kill you in one blow. They're pretty scary too, so he didn't shoot it because it would have been an unnecessary risk. Hope that clears things up :)

There are three methods of defeating the witch. One is to take a very powerful gun (e.g shotgun) and shoot her from close range in the head. That should kill her in one blow. Another is just to shoot her to rats, though that is extremely risky. The last is to position yourself correctly around a ledge and then shoot her from far away. If you're fast you should be able to dodge her and she should run off the edge.
