It's been explained before, it can easily be interpreted as Waldo and the moneky engaging in some sort of sexual act, leaving Waldo very happy and the monkey very salty. I know Colin does a lot of random little phrases alot, but he's a master at clever jokes, so I wouldn't be surprised if this was intentional.
