Sadly, it appears that this is a quote taken from A Pillar of Iron (1965), a fictionalized account of the life of Cicero by Taylor Caldwell. While this does not conclusively mean that he did not say it, or something similar to it, I can not find anything linking the actual Cicero to this statement. (I was rather disappointed by this discovery.) Cicero did not say this as far as we know. It has become an American urban myth.
Well we can't just quote a politician from two thousand years ago, we need to follow through on those fiscal policies. The average American understands how to live within a budget, knows how to save for tomorrow and can smell BS a mile away. This Administration is doing its level best to break this nation and is scared to death that they won't accomplish that goal before they are thrown out of office. Come November they will be at their most dangerous when they have nothing to loose anymore.
