I have to admit having fallen asleep musically during the 1980s and so I really only knew New Order by their unfortunate origins, and generally discounted them as just another synth-pop band. However lately I've heard more of their music and realize the superb songwriting and musicianship they possessed. In all the best senses of the term, they were a rock band, and a very good one.

Hence, it is also likely to be about heroine addiction or whatever alternative 'coping mechanism' any such individual might seek refuge from the daily hell that has been imposed upon them. However, it also appears from the opening lines that recovery is imminent - unless, of course, this is a reference to intended escapism via self-administered means.
