Considering "Toon Heads" aired at 11-midnight during this time period, it was somewhat traumatizing to watch as a kid. "Toon Heads" overall was kinda depressing as a kid, since for me it meant "shit, time to go to bed".
When the bird laughs and goes "he he" his voice actually sounds like the alien from the start of the "curse of kintave" episode of space ghost coast to coast-who says "you'll be forced to feed on the flesh of humanoids to survive!" -who I think was voiced by Dave Willis-who worked at cartoon network -so maybe it's the same guy.
@trapadoored Actually, this theme song, creepy sound effects included, was off of the Turner Music Library. They probably just built the intro around it
And he was the voice of Carl. He started out on Cartoon planet way back in the day and then moved over to space ghost coast to coast, where I believe his first acting role was the passenger on the bus in the Jacksonville episode asking Moltar if he was a Buckeyes fan.
