Actually no they cant. If you have Pokemon Silver...and try it. Its not going to work. Legendaries CANNOT breed with Ditto. As calreaper said only way is through hacking.

FAKE!!!!!!!!! the only legandy to date the that you get it as an egg is manaphy and you only way to get manaphy is by transfering manaphy from pokemon ranger to diamond and pearl.

Manaphy also the only legendary that can be breed to get an egg from but you only get Pyeown not another manaphy. (sorry cant spell the name of the pokemon you get from manaphy after breeding it.)
