General name giving to picking a guitar with a pick/plectrum (as opposed to fingerstyle or fingerpicking which uses, well, the fingers :-). The common usage is for mixing chords and lead runs like this guy is doing and is used in a variety if musical styles, traditional irish, bluegrass, country etc. Cross picking is a variation. Check out Doc Watson, Steve Kaufman and Dan Crary.
