Its not alive, it is simply a piece of some kind of cloth attached to a sinking body. the top is attached to a nearly invisible wire or string, and the whole apparatus is being bobbed up and down by someone holding the wire. though you can't see the wire, you can tell by the way the creature is moving that the "wings" are not moving the "creature" up and down, the the body is moving up and down while the "wings remain relatively stationary. I've made stuff like this before.

Since this has been up for so long I guess they already have their answer but I'll give it a shot anyway. It looks like a Sea Hare; this is a kind of marine mollusk. They come in many shapes and sizes but if you Google Image search Sea Hare you will find some with the same coloration and overall shape.

As a zoologist I can definitely state without a shadow of a doubt that this is a baby bird in the process of drowning. It is desperately gasping for air as it flaps its wings in an attempt to stay at the surface. I pray that whoever took this video fished the poor thing out after shooting the footage. I hope the videographer wasn't the one who cast it into the water in the first place in order to get the footage.

Look closely and imagine how baby birds look when they are in the nest and the mother arrives to feed them.  Their mouths open wide and their necks crane up to receive the food. The vantage point in this video is that the viewer is above the bird, looking down at it. You are seeing the open mouth from above, as in a nest when the parent arrives with food.

The video's vantage point is looking directly down the throat as it spreads its mouth wide, much like young do when the mother lands on the nest with food. Feathers are visible as it flaps its wings to stay afloat. There is no such thing as a "vigina fish", squid do not hang out at the surface, nor do nudibranchs, and jellyfish have no skeletal structure.
