Stefan doesnt really need to use his arms cause he is a fairly "tiny" jumper just like me! Oh btw im 15 years old 1.68 metres tall and jumped 2.10 :) But oh well back to the topic. I dont think it will give him anything to use his arms anymore than he does.. It's funny - his technique is so familar to mine on recent jumps :)

stefan's muscles have a shorter distance to contract giving him more power, so using his arms MIGHT help, i would like to see him set a new high jump wr, THAT would be good to watch

using yer arms at takeoff only gives u an extra 2cm, 3cm at most, the most important thing is to have yer knee n arms up after take off so yer center of gravity is as high as possible
