While Applejack is trying to do good in the world by going to the Gala, Fluttershy is taking a rare opportunity for her own passion. I would justify that by stating that she's as devoted to others as Applejack. (Differently.)

Also, you work to live, but you live for the little things.

She's fulfilling her purpose, and getting something back. :D

When she played in the Rodeo at Canterlot, she promised her winnings to fix up the roof of the Town Hall. When she averted a stampede of raging cattle, Ponyville praised her again as a solid member of the community. Her work as Mare Do Well saved the lives of 4 ponies.  Your turn, sir.

They all contribute to their community in their own way, (Twilight Sparkle is the apprentice of a demigod, RD broke the light spectrum, Fluttershy stared down a dragon, Rarity has incredible political influence in Canterlot, Spike IS a dragon, Pinkie breaks the laws of physics).
