I find it funny how ppl make up stories as to why Leo made CJ COS. I'm pretty sure the writers took this route so Josh could be free to leave for a presidential campaign. I love that CJ got the job, but I think it's pretty obvious it otherwise would've gone to Josh (the Deputy COS and the guy who was chased by 3 different candidates to run their campaign).
You think the writers made that call so Josh could leave to a run a campaign, but you don't think Leo would have thought of that too? CJ was chosen because Leo and Bartlett always knew that Josh was going to leave to run the next President's campaign.
When Leo gave CJ the COS job, she was the only one that wasn't expecting it. Leo knew that Josh had a massive ego problem and Toby would have driven Jed up the wall.

CJC recast as Chief of Staff is still way too beyond my ability to suspend disbelief, but in this scene she pulls it off - again, either because of the writing or the direction.

This episode had some of the funniest scenes from WW.... No surprise Bradley Whitford wrote that one...I just love it...He´s an histerically funny man: )) LOL
Leo didn't recommend Josh because he felt he wasn't ready. He knew Josh was the party and he needed to be free to help with the next election which Josh couldn't do if he was Chief of Staff.
