That's in Durham, NC on Gregson street next to Brightleaf Square. and Less than half a mile down the tracks there is another low bridge over Ninth St where trucks do the same thing. I've driven down both roads and seen several trucks after they ran into the bridge and got stuck and/or lost their roofs.
The engineer is not to blame. The rail bridge was built to overpass small amounts of traffic for that time. The town should have restricted trucks from using that street leading to the bridge, especially after just one or two accidents. This could've been resolved with no-truck signs detouring trucks away from the bridge.
@daarkside I took a bus to NY thru the Lincoln Tunnel in a really bad traffic jam, and once it finally got to the Manhattan exit, there was an 18 wheeler with it's trailer roof completely peeled off like a can of sardines... I kid you not. The trucker literally drove through the whole tunnel disregarding the obvious height warning signs, with the cops were trying to pull him over as the trailer was scraping the top of the tunnel.

It's obvously an old bridge. I am sure every city has a van wrecking bridge or tunnel.
