it's latency

it's the time it takes for you to send information to the server plus the time it takes for the server to send back information

I believe

it's measured in milliseconds

so if you have 100 ping, it takes 1/10 of a second for what you do on your controller for everyone else to see (I believe, someone correct me if I'm wrong)

Yup, but that still isn't harming them, and isn't the ideal situation since only noobs will shoot themselves to death. most people just sit there until you move, so best to just run away from them and drop your shield when you're far enough away so they can't kill you

yeah, your method depends on the skill of the APC driver. Against experienced tankers you'd be dead in seconds, so its best to outmanoeuvre & keep distance. However, the method works in favour of experienced APC'ers having a flamethrower equipped.
