yes up to 2 inches,  no actually if you seal the steering servo, or put a waterproof servo in it, then balloon the receiver and speedo, then yes they are.

STOCK chassis, w/ Blue compound stock tires, Axial 1.9 bead locks 3.5 oz in each tire. 2 and 3/4 oz. on front w/ stock steering servo. 1/2 in fuel tube in each shock as limiter. bent links .. Meets comp crawler specs.
