A Treasury circular directing government agencies to appoint only bumiputera (native) consultant firms for development projects under RM30 million on Nov 6, 2006 is racially discriminatory, improper and unwarranted. To deprive chinese or indian consultant firms of these projects tantamount to depriving them of their basic means of income, and they would have to close shop.
