You are better off using HSS or cobalt drill bits.
I'm not familiar with the ryobi bits that you mention. But the Bosch multi-construction drill bits will drill wood, metal or masonry but not as good as a dedicated metal drilling drill bit.
you should also use cutting or tapping fluid as well when drilling metal no matter how many holes your drilling,you need to keep the bit cool or you can chip or damage or even dull your drill bit pretty fast
If it is thin metal you can just use a step drill, but for anything else just put a 3/8" drill though the existing hole. It will go through a 1/4" easily.

It depends what tools you have available.
If you have a pillar drill and some files you can cut out almost any shape by chain drilling and then filing.

Make sure you use plenty of coolant.
If the hole is large you need to drill through with a smaller drill bit first.
The general rule when drilling metal is the larger the diameter drill bit you use the slower the speed of the drill should be.
If the drill bit stops cutting you may need to remove it and sharpen it
