Hmmm, first I thought bad ground crew and maybe even the pilots leave the plane, with propellers not in neutral position...

But it looks like the plane was blown there from the right side(fence is left of it, which were under it if crashed trough the fence from left)...than it`s simply bad luck. Now they surely put more securing arrangements(ropes and weights) on lighter planes, when a storm hits.
