I'm from WV and visited Sen. Byrd in his office in 1989 just as he'd assumed Chair of the Appropriations Committee. Sen. Byrd had done very little for West Virginia at that point.. He then told us that throughout his time in the Senate, he'd voted for countless projects for other senators in other states. He'd kept track of them and he said he was 'calling in his chits'. It was time to help West Virginia. And he did. He chose worthy projects for us and made a huge difference.
