That is what is called compression errors/artifacts. It's similar to the blocky error in data you get when you compress a JPEG heavily and start losing too much data. You don't see it much in modern videos because codecs have improved a lot in recent years, but this used to be very common. RealPlayer was famous for errors like these during motion in a video. Notice it starts the moment he turns his head to the right.
There are plenty of glitches in the matrix, but this isn't one of them.

digital compression glitch. only the moving part of the frame is being rendered to save bandwith. error or weak signal of the transmission causes certain pixels in the moving portion of the screen to get wrong reference but this is cleared as soon as the refresh frame is reached, that's why it goes away in few seconds. that's absolutely normal.

You see, each individual frame that creates a "motion picture" is first broken down into tens of thousands digital pieces, 1's and 0's by a computer system. It is then transmitted to your television, which also has a computer system, reassembles the images in milliseconds. To reduce the amount of information being sent, the system only changes bits that have shifted. hence this common error.

hahahaha!! Apparently tons of people don't understand how video transmission technology functions... You see, each individual frame that creates a "motion picture" is first broken down into tens of thousands digital pieces, 1's and 0's by a computer system. It is then transmitted to your television, which also has a computer system, reassembles the images in milliseconds. To reduce the amount of information being sent, the system only changes bits that have shifted. hence this common error.

@GoreTorn16 there are no reptilians anymore. its technically a pixilation error and when we see these reptilian forms in video its either our source code erroring and you see the 90%+ reptilian dna thats in us(dna is like a cd or dvd that our soul uses to build reality) or its a source code error and we see the framework that everything is graphted on. I will use witchaven and 2 as my example. they are vg's in withc the programers graphted jpg images onto a frame, hence you get items, levels

@oregonopps His suit isn't moving. They compress the data by only sending differences between one frame and the next. Parts of the screen that don't change don't require more information to keep them updated.
