This is the legendary Khan Sahib Mohammad Hussain Khan Sarahang of the Patiala Gharana student of Light of Panjab Khan Sahib Ustad Ashiq Ali Khan. Ustad Sarahang passed away in April of 1983 at the age of 59 and took away mountains of knowledge with him. God rest his soul.
