When they are calling the coalition forces "non believers", they mean non believers in their radical extremist religion. All of thier weapons training come from the CIA. Also the CIA brought radical muslims from other countries to the fight in order to spread religious reasons to fight in order to strengthen the war effort. Osama Bin Laden is one of them, who formed a sophisticated inner base, in arabic the word base is al Qiada.

This is because they did not involve themselves with human rights and rules of engagement, so they're actions were much faster and decisive. However, because the ISAF and NATO must deal with the politics, efforts to capture Taliban or Al Qaeda members in Afghanistan are often delayed by a matter of weeks. This was an issue brought up in the doc 9/11 Zulu.

@Obamaphiliac Yes it is very interesting because NATO is kind of hoping that by taking and holding the volatile south, the problem with the Taliban might be lessened dramatically. This is evidenced with the ongoing campaign in Marjah in Helmand province. However, this shows us that all that has happened is displacement of insurgents. They have gone to the mountains, which is a battlefield logistically significantly harder to operate on for NATO forces than a wide open desert.
