Problem is that, it is next to impossible in Pakistan to settle minor issues in courts, too expensive and time consuming. There is a newer system defined for Human Rights Commissions by United Nations, few countries have adopted that, including EU countries.

Perhaps idea of formation of "Human Rights Commissions" can be taken up by National Assembly for debate.
