It depends on what country you came from. If your human rights are being denied in your homecountry, Germany will grant you asylum, or send you back to the first country you set foot in, that does grant you human rights. North Korea is run by a communist government, so the people are severely restricted in what they can and can't do. Resistance is punishable by hard labor in concentration camps or death.
Of course every country has its own problems, but that is no excuse for China, a country that does not even recognize these refugees as refugees and forcibly repatriates hundreds of them every week.

this refugee crisis is CAUSED by North Korea and its government and cannot be solved without the help of other countries. if countries turned away from every humanitarian crisis to be 'solved' within its host country, then what would this world look like? the holocaust, the rwandan genocide, kosovo...each of these cases came to an end only when a coalition of countries intervened. the issue of human rights transcends territorial boundaries and usurps national sovereignty.

there wouldn't be north korean refugees if it weren't for the north korean GOVERNMENT. this problem can't be solved unless other countries intervene and put pressure on north korea. and if each country was left to its own devices to solve its human rights problems, then what would have happened with the holocaust, the rwandan genocide, and kosovo? the issue of human rights TRANSCENDS territorial boundaries and USURPS national sovereignty. please be more considerate.
