i think they cant be the same because these fiber optic strings maybe are 'weak points' for these type concrete wall...

it must be tested hardly before accepting it like usual concrete =P

I have also heard they are just as strong. When you think about it, the compressive strength of a strand of fiber optics is, most likely as I have not tested myself, is probably stronger than concrete of equal size, therefor not hindering it's strength any.
