i find the ninja guy's hold down attack star attack is the most effective, use it with the whale guy's slow mo, and you can finish him in 4 attacks in 30 seconds

Albert is annoying. I'll give you that. Hate it. Killed a lot until I learned his moves and owned him. I was happy after that.

Final=Easy, just practice it lots. But I prefer to use only A form on the last form.

his first form is such a bastard on expert mode. 2nd form is a bit harder then average because you have less time to hit him but its still not to bad. But man that dragon form sucks

Albert's 2nd form has got to be one of the easiest final bosses in Capcom history. Seriously I can beat him without taking a hit (although I haven't fought him on expert mode yet)
