I would guess early 1970's, as I remember seeing these frequently on TV when I was an adolescent.

@Lateboomer059 It has been a year but upon another viewing, I see that the NFB copyright at the end is 1972. Excellent guess, Lateboomer059

It was a recording of Pierre Trudeau playing the pan flute as he skipped through the woods!
