Though not sure your Duck theory would work, Sticklebacks make nests which the male Stickleback will guard. I've seen it, they will even attack your hand if you are reaching for something too close to the nest. But it's not entirely impossible for a duck to step on a nest, not sure if the eggs would survive exposure to air or even the feathers or feet of the duck to be able to survive considering the Male protects and cleans them.
Never seen em in bait shops, they are however in select creeks and water ways here in CA. I have not seen them in every single water way though. But, if you guys pay attention they have a natural defense, spines or barbs, when i catch them with a small fish tank net like i've done since i was a kid they even have sharp pectoral fins that they will hold out straight when thought to be in danger, the end result can be a fish totally stuck in the net and makes it difficult to get out.
Way to go kids! I have searched the net for stickleback info. b/c my daughter caught one and we have tried to learn more about them. The situation we have encountered is; sticklebacks were in a pond that dries up every fall, so we are unsure were they come from or how they get there.
We have one working hypothesis: Their eggs take a joy ride on duck feathers and make their way to the seasonal pond and they live for a few months then expire, now that the pond has been dry for months, my daughter saved the life of one fish. He's still swimming and healthy and we don't even feed him!

thats a very likely route into the water i would imagaine, despite how bizarre it may seem!
It really is amazing how hardy these fish are, some specimens taken from freshwater streams will do fine and even reproduce in brackish or saltwater.
Bait fish they maybe but that doesnt make them any less interesting!
