However, and this is my opinion, while perhaps the department could be held somewhat liable, I don't believe you can make that leap to say that it's the will of the government without a near up and down concurrence of the branches of government involved in whatever scandal is being referenced... An individual carrying out their own agenda against or independent of other instruction from a superior can't make that transcendence.

I'm not sure that criminalizing is the accurate term. I believe they are supporting defining homebirth as child abuse-they are acting to support federal legislation restricting homebirth.

Besides being a truly noxiously sexist invasion of privacy, hospital births provide poorer outcomes for infants, *and* the government has access to processing all infants in any way they like. I assume the ACOG's interest is purely pecuniary.
