Although I WECOME any english dialogue in LIP, I am with you MsMesing. I somehow assumed her character supposedly portrays someone with english as first language(?) Why else would she relentlessly use english even with a lower class Vivian? Often times you use whatever allows you to communicate best with whom you're currently speaking to. as well as your proficiency level.
