A little history on immigration and industrial jobs in the early 20th century shows what the city was built upon, and how when the industry went downhill and everyone flocked to the suburbs because it was cheaper and highways made it possible, the city could no longer support itself. With no one in the city to pay property tax, things such as the school system aren't able to be properly funded.
