So does Elemental Gelade, Kenichi, Shakugan no Shana(all of these are shounen fighting/romances btw) and Fullmetal Alchemist(though Ed and Winry haven't come clean to each other yet, it's very obvious that the authoress is building it up; same for Mustang and Hawkeye).
In short: Shonen doesn't equate lack of romance. This is quite a misconception.

If you've read the manga, you'd *know* he's shown romantic feelings towards Winry, but doesn't know how to express or handle them. When Winry worked on his automail, he spazzed out and had to recite the periodic table to calm himself down around her. There are several other hints I can't even begin to list.
Well, Dragon Ball was more comedy than romance, but yeah, that's another good point. People who think that only Shojo titles contain romance hasn't read much manga.
