The Tolkien family has trademarked Elvish so they couldn't use it.
So a new language was constructed based on a mixture of old Irish and other languages.
In the movie it is called Elf.
The person who constructed it called it Síógís (she -ohg - eesh) which means the language of the fairies.

but they added some bagpipe to it to make it more suited for the movie scene.
