It's more scary to know she can directly command a whole army through her mind without needing to transmit her orders to lower ranking officers. When everything is clear in your own mind, you dont need to transmit and explain your strategy to lower ranking officers, she can execute her strategies immediately without any time loss, hence the speed of her attacks.

Well that makes perfect sense. Imagine ending up with 25 TabiTanks, or a combination of TabiTanks, TabiBombers, and TabiDusters. If her CO zone started out as 1 instead of 0, that's what would happen. And she'd be quite broken with that.
