Could that be a reflection of the uneasiness the American people of that time felt about immigrants? Also note the month and year the story was written: January 1920, the time of Prohibition.

Dundee is trully lovecraftian - most of the population have the Innsmouth taint if I ever saw it. Don't believe me - I had a long weekend up there and it was like something out of "Call of Cthulhu". I barely survived!!!
