They switched the black boxer character's name to Balrog because of possible legal implications with Mike Tyson. M. Bison is most likely Mike Bison...a play on Tyson's name.
@Dreamewalker There's proof that Boxer's first name is Mike. In the Japanese version of Capcom vs. SNK: Millennium Fight 2000, the character select announcer will say Mike Bison when selecting him.
