  • Driving at 40 Km/h while texting or changing CDs, hence 0 seconds reaction time, is worst than driving @ 65 fully aware of your driving surroundings.

    In this particular clip "ANTICIPATION" (or lack thereof) is the key word not "SPEED".

    The dog crossed the street running and dragging the leash before the girl (at least 2 seconds interval (see 0:17). Stop right there, hard brake. The vehicle should have come to a near complete stop even before the girl appeared in the middle of the road.

    The point is that travelling 5km/h over the speed limit will significantly increase the distance your car takes to stop.
