The Bush administration was so inept and uncaring before and after the disaster, that one wonders why he wasn't impeached. Not just for the Katrina disaster, but the lies he told to go to war in Iraq. An investigation should be conducted on his administration, starting with the WTC buildings collapse on 911, and the war crimes committed on his watch. Extraordinary Rendition, torture, killing of civilians, preemptive strikes, Patriot Act, assassination teams all call for a trial!

Not to rescue. A test for control of an area.
National gaurd ordered to take weapons and they refused.

Under the guise of a "National Emergency," martial law can be declared, a curfew enforced, COG (Continuity of Government) enacted, giving dictatorial power to the Executive, with kill on sight orders. Now McCain wants to shove through legislation attached to defense funding that will allow DOD/CIA authority to arrest and hold anyone indefinitely, without trail, counsel, or charge, and torture as necessary.
