@grantrmca but you don't neeed an ATPL to start working at an airline. A Frozen ATPL is enough, Frozen means you have CPL plus Multi Engine Instrument rating, MCC and ATPL theory. if you're quick you can have you (f)ATPL at the age of 19 when you finish your Flight Traning, and that means you're ready to fly at a major airline
The other reason that you use the "top flap" is when you have to lose altitude quickly in a controlled manner and you do not have time to complete a planned descent.
The reason for use of the bottom flaps is to reduce the speed of the aircraft while at the same time increasing the lift of the plane allowing you to land safely at a slower speed. The top flap has two common functions, to act as an air brake when you land... you have the wheel brakes, air brake (top flap) and reverse thrust to slow you down.
They armed at minimum, you can see this at 15 seconds into the video. Once you land and the speedbrake engages they automatically disengage once the thrust is returned to idle, so when it may look like they were not engaged but were.

You start with your CPL when you're 18, and normaly finish with 20, that's about it.
