First of all, that's called a marker. Anyone could easily put one up and get easy no scope kills. That's the easy way to do it. The harder way is without one. Steady Aim is about as easy too... hmm..

steady aim makes the cross hairs closer to each other for better accuracy (helps alot with no scoping)
