I know some of baguio's firemen. They are always drunk as hell. You don't believe me? Visit their fire station any time of the day. I think it helps them to kill boredom while waiting for a fire to breakout.

I remember this. I was there on vacation and was shopping at the other underground Tiong San shopping mart. So much traffic around there. And, the black thick smoke was so bad you could smell it from afar.
