what bhp is a standard vRS WRC edition??

It's just a normal vRS with a paint job. He most probably has had the car re-mapped, which should see around 225-230Bhp from the standard 180Bhp.

I doubt he has the money for a real vRS WRC car, let alone would it be legal on UK roads ;)

You can buy a bigger turbo for the vRS which has to be accompanied by other mods, that usually sees around 350-380Bhp but the engine will last about 8,000-10,000 miles.
