It isn't the standard fairy fountain music. This is heard in The Wind Waker when Link visits the Fairy Queen within Mother and Child Isle when he gets the ice and fire arrows. However this was first heard as the victory theme in the very first Zelda during the credits.

That's a remix of the fairy theme first used in The Legend of Zelda: A Link to the Past. SMB3 was released in 1988, Zelda: A Link to the Past was released in 1991. From the look of the time differences, it was this music that influenced the fairy theme from that Zelda game onward.
