I don't know which one has the Prussian army helmets, but all of these countries except for Finland and Sweden were influenced by Prussia, so I can imagine that you are right.
those are swedish dragoons, third, I think, is Finnish navy (no other branch use navy blue uniforms), after hungarians is Guard's band of Finland, those with white jackets.
