Anyway, that effect is made by keyframing the position of the center of the light rays layer from left to right.

Also, if you want the colors to change, like these ones did, you must also keyframe the tint of the light rays layer.

Open Media Generator - TEXT

Enter Text, drop it on the time lime where you want it.

Select your required video effect eg: Light Rays

Drag & drop onto the Text Event

Open effects panels & tweak away GO NUTS!, and use your KEY FRAMES!!!!

Using Vegas without mastering Keyframes is like dating without kissing!

Render/Output on the Good setting, BEST is no better, and may even mess with your colour grading!

PS VV& loves memory, but any more than 4GB will slow you down!

VV7 is better, by a broad margin, than AP, although it does have its limitations. I've used AP & VV platforms for more than a decade and AP has a long way to go before it can be called easy or intuitive.

AP is a 'heavyweight' video-editor, not because it can punch like David Tua, but because its a fatass.

I've been using VV since V3, and at V7 its a superawesomepowerbeast!

Adobe Premier (whatever version you use) is a resourse hog, it'll eat up all your memory,

clock cycles and GPU without making your pictures better or your performance upgrade worth the money,

only After Effects will reward your investment like that.
