The Federal Reserve, being the only lawful source of this fiat money, prints up the excess cash the government needs (or manufactures a credit line in a computer).This extra cash is treated as a loan, in order to keep the government overspending from further eroding the worth of the dollar in the world market.

The government(meaning the taxpayers) is on the hook for the full face value, plus interest.
