He wasen't seen directly but if you did some of Thoman Stubbs III side missions by calling him, he gives you a mission where you have to go to Bryce Dawkins house and bug his orange infernus. After that you can call the bug and listen to bryce dawkins and bernie crane having conversations (in one conversation, bernie even mentions Gay Tony and Luis Lopez) In the original GTA 4 storyling bernie gives Niko that same infernus and if you keep calling you can hear Niko
