Not stupid animators. They had to "sell" something and used the direct way. It may not be very smart, but it's not a cultural problem, just a natural matter. Honestly, a vast majority of men prefer women without make up. The need to please and be pleased is far stronger than idealistic opinion. Anyway, this anime opening is typical of the 80's, dominated by fitness ideal promoted by aerobics and other forms of training (and dancing) at that time. Let it be.
