I don't think Doctor Octopus is the only card that allows this. I got the Daredevil card just today and I think it gives you the same ability (when it's not the main card); the only drawback to the Daredevil card is that it doesn't let you see your opponent's Hyper Combo gauge.

Since Doc is a "B," I would say beat the red levels regularly without any of the cards that increase probability of a high-tier card (since then you'll get A and S tiers). You should get B tier cards, since beating red levels nets you higher tier cards than regular levels. :)
