The reason why there are no eyebrows is because the creator wanted Goku to have a little bit of Ape-like look on a SSJ3 (which suppose to be the final transformation of the SSJs)

It doesn't create any suspense in the show. I downloaded the English Version of DBZ (because I watch most series in English) and it looked totally boring and uninteresting. I even prefer to listen the Japanese girly Goku voice to watch the English Version
