The thing most people seem to miss about Vista's speech recognition is that you have to train it to understand you. The more you use it and the more training sentences you read the better it works. Most people try it for a couple minuets and give up then post videos about how bad it is.

If by "disable" you mean you want it to not run on startup, right click the speech recognition window, click Options, then whatever the option for that is called (I can't remember exactly).

Do you know how to disable this ? I got it started and did not like it. Not only is it more than a pain.
